European Commission published the Multiannual Financial Framework Proposal
EUCAR appreciates the publication of the long-awaited Multiannual Financial Framework (MFF) proposal on 16 July 2025 and the proposed continuation of Horizon Europe, the framework programme for research and innovation for the period 2028-2034. It is a first step towards a simple, strategic, and more flexible EU long-term budget, focusing on competitiveness, security, digital and green transitions, and addressing the needs of European businesses.
We welcome the proposals’ ambition towards competitiveness, speed, and simplification, both in the European Competitiveness Fund and Horizon Europe. These strategic targets are well-aligned with EUCAR’s perspective on transforming research and innovation, thereby enhancing the global competitiveness of automotive value chains across Europe, as outlined in our industrial position paper “The Future Automotive Joint Undertaking.”
We also welcome the proposed commitment to ensuring predictability and continuity in funding priorities while maintaining the necessary agility and flexibility. Now, the negotiations with the co-legislators in the European Parliament and Council will further shape the proposed programmes.
